Seven Rivers: what does Appling provide, and what comes back?

Seven Rivers Resource Conservation and Development is a regional nonprofit. Its work includes a loan program helping eligible low-income homeowners with wells and septic systems. Its regional work raises a local question: what does Appling County provide, and what benefit do its residents receive? Council program description

Appling’s proposed budget lists $90,000 for Seven Rivers salary and $5,000 for payroll taxes. A separate revenue page projects $100,000 in salary reimbursement. Residents need to see both sides: the $95,000 expense alone does not establish the County’s net cost, and the projected $5,000 difference does not establish a profit. Source 1

The agreement, full costs and actual reimbursements are needed to complete that calculation. Other counties’ dues and Seven Rivers’ IRS filings provide context, but cannot substitute for that accounting. Source 5; Source 6

This story starts with the County arrangement, then examines what the other records add. The central hearing question is whether commissioners can show the complete cost, reimbursement and service results before renewing the arrangement.
