What does County support for DAAC buy?

Appling County proposes $140,000 for the Development Authority of Appling County (DAAC). That amount sits inside the $167,000 Economic Development category; the two figures must not be added together. Source 2

To understand what residents receive, we need to follow the services as well as the appropriation. The Baxley-Appling County Chamber of Commerce reports revenue from providing support services to DAAC, separately from membership dues. That establishes a paid relationship. It does not yet show which DAAC revenues paid for the work. Source 4

A third organization, the City’s Downtown Development Authority (DDA), has a separate role and appears in the City’s budget. It is distinct from the County development authority. The City’s summary does not establish that its contributions go to the Chamber. Source 5; Source 6

This story follows those distinctions before asking what County support buys, what other resources DAAC has, and how shared costs are accounted for. The records reviewed do not establish duplicate payment. The agreements and payment trail are the next records needed.
