About 9¢ of each budget dollar: where is the fuller explanation?
When the County proposes the same amount again, what shows that it will cover next year’s needs? That question matters alongside the proposed increase in overall spending.
Appling proposes a $26.95 million General Fund budget, 8.18% above the prior-year summary amount. Our separate review of twelve unchanged appropriations totals $2,440,787—about 9¢ of each proposed General Fund dollar—for which we found limited or no substantive appropriation-specific discussion. The worksheets also raise a forecasting question. Public Buildings and hospital-related County Services each report spending above their displayed budget, then propose that budget amount again. Amendments or one-time costs may explain the difference; the available entries do not settle what will recur. Source 11
