Why an unchanged amount still deserves an explanation
The County spending story asks whether next year’s proposed amounts reflect next year’s actual needs. Comparing two budget totals tells us the size of a change. It does not tell us whether a cost is temporary, recurring or reimbursed.
An amount left unchanged may be sufficient if this year included a one-time project. It may need a different explanation if ongoing obligations have grown. The Public Buildings and County Services worksheets make that distinction important, but do not settle it. Source 11
Residents can ask for the forecast and amendments supporting the proposal. The discussion review also asks where the public can find those explanations. It does not establish what commissioners may have reviewed internally.
