C.L.O.C.K. FY2027 chronology and coverage register
Research cutoff: September 25, 2026. Requested interval starts June 1. October 1 and October 8 are future scheduled events, not completed proceedings. This register does not certify that every relevant record has been reviewed. It identifies located evidence and remaining gaps.
“Confirmed fact” means the cited document or communication contains the information described. It does not independently prove every statement within it. “Official statement” identifies an official’s representation; “inference” identifies the analyst’s interpretation. Newspaper reporting, publisher statements and the requester’s firsthand account remain attributed to their respective sources.
| Date | Event or publication | Evidence and precise locator | Status and significance |
|---|---|---|---|
| June 1–30 | Beginning of requested interval | County archive and June 2 minutes below; all four June editions now screened; see newspaper ledger | Open: no completeness claim about June workshops or other meetings. Do not import a June workshop from an earlier fiscal year. |
| June 2 | Regular meeting | Official minutes, pp. 1–3; video | Official record: insurance renewal, Sweetwater industrial repair and other spending context. No explicit FY2027 budget workshop appears in these minutes. The listed video lasts about 25 minutes; minutes give 5:30–6:55. Open: extent of recorded coverage. |
| July 14 | Road-abandonment public hearing | Published notice; video; July 21 minutes approve July 14 minutes | Confirmed document fact: notice concerns Dewitt Graham Road, not a budget workshop. Open: standalone July 14 minutes and audiovisual review; stored caption not located. The filename “revans-agenda” must not be treated as a June regular agenda. |
| July 21 | Regular meeting; workshop scheduled | Minutes, pp. 1–3; agenda; video | Official record: set August 4 at 4:00 for a budget workshop. Heritage repairs, splashpad bid, City tax collection, leases and mower also addressed. Do not count every approved expenditure as FY2027 General Fund growth. |
| August 4, 4:00 | Budget workshop | Combined minutes, pp. 1–2; video | Official record: working material supplied immediately before meeting; recreation capital, road equipment/TIA, sheriff/jail/E911 salary request, fire equipment and communications, ambulance responsibilities discussed. Caption at about 1:19 calls this the first workshop of the year; that statement is not proof that no earlier relevant deliberation occurred. |
| August 4, 5:30 | Regular meeting | Combined minutes, pp. 3–4; video | Official record: City tax-collection agreement, Public Defender agreement, benefits renewal, and next workshop set for August 18. Reconciliation: minutes’ $64,764.13 Public Defender increase needs circuit/County distinction; captions at 3:53–6:09 appear to supply it, but contract/audio verification remains open. |
| August 12 | News-Banner edition | Local 16-page edition located and text screened | Coverage limit: relevant candidates identified; complete visual/page-level review not certified. |
| August 18, 5:30 | Budget workshop | Combined minutes, pp. 5–6; agenda; video | Official record plus derivative captions: coroner workload/pay/equipment, payroll, capital and departmental changes discussed. Many unchanged appropriations receive short carry-forward references. Review locators appear in the evidence matrix. September 8 meeting discussed/set; subsequent status must be independently established. |
| August 19 | News-Banner edition | Local 16-page edition located and text screened | Coverage limit: full visual/page-level review not certified. |
| August 26 | News-Banner edition; tax-history publication | Local 20-page edition; preserved printed p. 6A excerpt; September 23 p. 4A publisher explanation | Publisher statement: formatting error in five-year history, later corrected September 2. Must distinguish this from the separate budget-availability/hearing-notice problem. |
| September 1 | Moratorium hearing and regular meeting; vote clip date disputed | Hearing video, vote video, regular video; local combined agenda | Located record: regular-meeting captions at 26:04–28:25 discuss District Attorney staffing agreement; at 29:25 onward announce September 17 millage at 5:00 and budget hearing at 5:30. Open: official minutes and completed audiovisual review. Moratorium policy discussion alone does not establish substantive consideration of the $167,000 economic-development appropriation. |
| September 2 | Proposed budget summary and millage notice published | Local 15-page edition and preserved printed p. 6A excerpts | Confirmed from reviewed budget material: published summary is a summary, not the complete departmental packet. Millage notice’s weekday/time wording requires care; a resident later questioned “Tuesday, September 17” and 5:30 versus the announced 5:00. Publication of a budget table is distinct from a statement explaining inspection availability. |
| September 8 | Meeting date referenced in August/September record | August 18 minutes and September 1 captions | Newspaper report: September 16 p. 1, Joe Ferguson, County unanimously approves Moratorium, identifies September 8 at 5:30, all members present and unanimous vote. Open: official minutes, landfill disposition and vote-clip date; the clip is titled September 1, while September 1 regular captions postpone the vote. Do not classify September 8 as a completed budget workshop. |
| September 9 | Newspaper regular-meeting report | Joe Ferguson, “Commissioners meet for regular meeting,” printed pp. 3A and 5A, preserved local excerpts | Reported schedule: September 17 millage at 5:00 followed by budget hearing at 5:30. Continuation page has a September 2 masthead inside the September 9 edition; preserve this source anomaly. Lovett’s September 17 email says the article did not suffice as public-hearing notice. |
| September 16, 7:47 p.m. Eastern | a resident requests complete proposed budget | Private correspondence retained; public exhibit unavailable, subject “FY2027 Proposed County Budget” | Confirmed correspondence: request says only summary had been located and asks for full departmental detail before hearing. It does not prove that no inspection copy existed anywhere. |
| September 17, 8:10 a.m. | Clerk offers two scanned parts | Private correspondence retained; public exhibit unavailable | Official statement: scan would come in two parts. a resident acknowledges receiving both at 8:23. Delivery to one requester does not establish earlier public availability or publication. |
| September 17, 8:23 a.m. and 3:09 p.m. | a resident questions availability statement, hearing notice, submission date and conflicting times | Private correspondence retained; public exhibit unavailable; Private correspondence retained; public exhibit unavailable | Confirmed correspondence / requester account: concerns raised before evening meetings. The thread also contains an unsent draft; it is excluded as proof of transmission. |
| September 17, 4:07 p.m. | Lovett describes notice deficiency and corrective steps | Private correspondence retained; public exhibit unavailable | Official statement: September 9 article insufficient; availability/location statement should have accompanied budget publication; advertise statement and hearing date, then schedule adoption a week after hearing. This is an official acknowledgment, not an independent legal ruling. |
| September 17, originally 5:00 / 5:30 | Originally scheduled millage adoption and budget hearing; evening proceedings changed | Two official agendas, pp. 1–2; September 23 newspaper, pp. 1A–2A; a resident’s firsthand account in this research conversation | Confirmed agenda fact: 5:00 millage adoption, 5:30 budget hearing. Newspaper report: 5:00 session could not proceed as planned, millage adoption occurred at 5:30, county rate 10.923 and school rate 11.273. Firsthand account: a resident spoke during the 5:00 gathering; it was canceled and millage taken up at 5:30. Open: exact motion, legal meeting status, wording of cancellation and vote; official minutes/video not located in completed review. Do not describe a completed September 17 budget hearing. |
| September 18, 2:33 p.m. | a resident follows up after meeting Lovett | Private correspondence retained; public exhibit unavailable | Confirmed correspondence: refers to meeting “last night,” thanks clerk for budget and Board for action on notice issue. Supports September 17 as event date; September 18 is the follow-up date. Lovett’s September 21 courtesy reply does not independently confirm every factual assertion in the preceding email. |
| September 18 | New notice reportedly emailed to newspaper | September 23 p. 4A, Jamie Gardner, “Paper published what it received” | Publisher statement: County emailed hearing notice on Friday September 18. Transmission email not independently reviewed. |
| September 23 | Reporting, publisher explanation and new public notice | Same edition, pp. 1A–2A, 4A and 7A notice | Confirmed publication: p. 7A supplies hearing date/time/place, inspection location/hours, website availability statement and October 8 adoption-consideration date. Publisher statement: paper printed all budget items County supplied; accepts separate August 26 formatting error. Do not collapse these distinct issues into one attribution of fault. |
| September 25 | Research cutoff | This review | Open: final adoption has not occurred within scope. The full-record limited-discussion conclusion remains provisional. |
| October 1, 5:30 p.m. | Scheduled public budget hearing | Official agenda; September 23 notice p. 7A | Future scheduled event: Courthouse Annex, 169 Tippins Street. No attendance, testimony or outcome asserted. |
| October 8, 5:30 p.m. | Scheduled consideration of adoption | September 23 notice p. 7A | Future scheduled event: not proof of adoption. |
Additional dated evidence from the expanded newspaper review
September 17 formal submission account
Firsthand account, supplied September 25: Brad a resident states, “the budget was formally submitted at the meeting on the 17th.” Source: a resident’s clarification in this investigation conversation. Record September 17 as the reported formal-submission date, separately from the morning email delivery. Documentary corroboration open: minutes, recording or submission record identifying the version and procedural action have not been verified. The account does not specify which of the evening sessions contained the submission; no time, presenter, motion or vote is inferred. It does not establish that the originally scheduled budget hearing occurred.
