Newspaper review ledger — June 3–September 23, 2026
All 17 supplied weekly edition PDFs were visually screened page by page for County budget, meeting and related fiscal material; relevant articles, continuations and notices were read. This is a topical review, not a transcription of every article. Historical facsimile pages and separate school/City budgets were distinguished from current County records. Copies remain in their original locations. Hashes identify the local bytes reviewed; they do not prove publisher completeness or publication timing.

Search boundary
A September 25 search for `site.applingcountyga.org "2026" "transit" "July"` and `"Appling" "July 6, 2026" transit` did not locate an additional responsive hearing record. This is a bounded search result, not proof the hearing did not occur. The County archive still displays September minutes without a document link.
The source-copy paths and SHA-256 values are also recorded in Internal file manifest retained; edition and page references are listed here. These subscriber PDFs have not been posted publicly.
