One example through the series: a facility repair

C.L.O.C.K. Civic Education | Revised edition | September 27, 2026

Fictional exercise – not an Appling County, Baxley, Graham, Surrency or authority project. City B and County A are invented governments. The invented documents below are supplied facts for the exercise, not real legal sources.

RecordInvented excerpt or fact
F1 – governing rule and property recordCity B council may authorize repairs to City B facilities. The facility is owned by City B and lies inside its city limits.
F2 – signed project agreementCity B manages the repair and retains its contract, inspection and payment records. County A contributes $40,000 and retains its own approval and transfer records. City B supplies the remaining $80,000 of the revised allocation.
F3 – approved minutes and budget amendmentCity B council initially allocates $100,000, then approves an additional $20,000.
F4 – signed repair contract and ledgerThe contract is $115,000. City B has paid $90,000; $25,000 remains contractually committed and unpaid. No other costs or adjustments are assumed.
F5 – supplied completion recordsNo inspection or acceptance record is included. The exercise does not establish whether one exists elsewhere.

Use these facts only for the worked exercise. They do not establish when a real contract should be paid or whether a real project complies with procurement rules.
