Primary geometry and currency
County: Georgia GIO Census TIGER Georgia Counties, layer 0. Layer name `TIGER_Counties_2024`, filtered to `geoid='13001'` (Appling). The portal item metadata describes it as 2024 TIGER County Boundaries. The service's layer-wide last-edit timestamp is March 16, 2026, 15:06:19.871 UTC. This is a service timestamp, not evidence of a county-boundary change on that date.
Municipalities: Georgia GIO / DCA Annexation Municipalities, layer 0, layer name `Municipalities_v3`. The retrieved features identify Baxley (`1306016`), Graham (`1334260`), and Surrency (`1374852`), all in Appling County (`13001`). The portal item metadata describes a 2023 TIGER starting point with submitted annexation updates. Its explicit qualification is: “This is NOT an official boundary used by the state of Georgia for tax or other purposes.” The layer-wide last-edit timestamp is March 17, 2026, 05:38:35.912 UTC. Each of these three features has null `ltst_annex` and `bndchange` attributes. Those fields therefore do not establish a feature-specific currency date.
These were the live state-hosted layers retrieved for this map on September 27, 2026. I cannot confirm this: that they incorporate every legally effective boundary change through that date. The graphic does not label them as certified September 2026 legal limits.
Cross-checks and findings
1. State-hosted 2024 municipal layer: Census TIGER Georgia Cities, layer 0, `tl_2024_13_place`, queried for Baxley, Graham and Surrency. Graham and Surrency have identical coordinate point sets to the DCA layer after both were returned in EPSG:26917; differences in ring order/start position make raw array equality unsuitable as the comparison. Baxley differs: the DCA response has 108 rings and the TIGER 2024 response has 107 rings. Rings include polygon shells and holes; these are not counts of detached municipal areas. The graphic consistently uses DCA geometry for all three municipalities, rather than combining or silently reconciling conflicting boundaries. No conclusion about the cause or legal significance of the Baxley difference is made.
2. Certified-annexation table: All Certified Annexation Records view, table 6. The query for the three exact municipality names returned 193 records and no exceeded-transfer-limit flag. The most recent effective-date string among the returned records was October 1, 2022, for Baxley ordinance 2022-011. This is a finding limited to that query. It does not establish that no later annexations occurred, or that this table is complete. No table entry was used to redraw a boundary without geometry.
3. Local source routing and county-seat check: The Appling County Tax Assessor listing directs property-record users to Appling qPublic. The qPublic landing page was directly viewed and identifies Baxley as the county seat. The Baxley–Appling government page also identifies Baxley as county seat.
4. Local parcel-map limitation: The linked qPublic property application displayed an Agree/Disagree Terms and Conditions dialog. No agreement was accepted. The parcel map and municipal-limit overlays were not inspected. Accordingly, this is a local county-seat/source-routing cross-check, not a completed qPublic municipal-boundary cross-check.
Cartographic method
– Requested the source geometry in NAD83 / UTM zone 17N, EPSG:26917, using the GIS server's `outSR` parameter. Used one uniform scale and translation for the county and every municipal feature; no manual outline tracing, independent municipality scaling, or illustrative city polygons.
– Retained every returned ring and vertex in the vector paths; no generalization tolerance was requested. SVG path coordinates are rounded to five decimal places in graphic coordinates. The pale county fill remains visible through municipal holes using even-odd fill rules.
– Pale teal indicates the county area outside the overlaid municipal polygons. This is a cartographic depiction from the selected layers, not a legal adjudication of territory or an independently produced legal unincorporated-boundary dataset.
– The county-seat star is a city identifier inside the mapped Baxley polygon; it is not a surveyed courthouse location. A point-in-polygon check confirmed its placement inside the chosen municipal geometry.
– The north arrow indicates UTM grid north. The scale bar represents 5 international miles: 5 × 1,609.344 metres = 8,046.72 metres; multiplied by the shared map scale of 0.013626540780878663 graphic units per metre gives approximately 109.65 graphic units. It scales with the artwork.
– The palette is white `#FFFFFF`, dark teal `#123F43`, gold `#BF963F`, pale teal `#EAF1EF`, and muted text `#526568`. These implement the requested CLOCK visual language. An earlier graphic attachment or exact brand specification was not available in the retrieved conversation, so an exact match to an earlier asset is not claimed.
Review
The final PDF was rendered to the delivered PNG and visually inspected for label collisions, margins, source-note readability, complete county shape, and municipal placement. GIS queries returned the expected county and three municipalities. The PNG dimensions and required PDF text were checked. Nothing was posted to the CLOCK website or any external audience.
