Research update, September 25, 2026. Yes: public county budget records show support outside Appling. This is a bounded comparison, not a completed survey of every county or verification of actual payments.

Wayne remains an indexed official-source finding pending direct document inspection and final-adoption confirmation. None of these budget entries verifies a cleared payment. Do not sum the mixed fiscal years as current annual regional receipts or compare Appling's gross salary amount to another county's dues as if both were net subsidies.

Regional scope

A Georgia water-planning meeting summary dated September 20, 2018 reports Seven Rivers' representative saying it served 17 counties. This is historical, not verification of the current service boundary. A Georgia LandCAN directory narrative, labeled updated July 2025, names Appling, Atkinson, Bacon, Charlton, Clinch, Coffee, Echols, Jeff Davis, Ware, Brantley, Pierce, Wayne, Berrien, Cook, Lanier, Lowndes and Brooks across successive expansions. Its shorter service-area list is inconsistent with the narrative; the current membership roster should be obtained from Seven Rivers before treating the list as definitive.

Additional leads and search limits

  • Cook's FY2025 budget search result identifies account 100-13200-572008, Adm / Seven Rivers RC&D. Direct document retrieval failed and no amount was verified. Keep open.
  • Searches for Bacon, Jeff Davis and Ware did not establish a current contribution amount. Board appointments or regional participation do not prove funding; no zero is assigned.
  • Other regional counties have not received a complete budget, ledger, agreement and in-kind support review. This review does not establish whether another county operates a payroll arrangement like Appling's, or whether Appling is the only one.
  • Seven Rivers' website describes its mission and service programs, but the reviewed pages did not supply a county-by-county funding schedule or payroll agreement.

Implication for the hearing

The support found in other counties sharpens the question, but does not establish an unfair burden on Appling. The appropriate comparison is each county's net contribution and services received, including reimbursements and in-kind support. Appling's isolated proposed receipt-minus-expense calculation is $100,000 − $95,000 = $5,000; complete benefits, administrative costs, insurance and liabilities remain unresolved.

Questions: What agreement governs Appling's payroll role? Does reimbursement cover every County cost? How are operating costs shared across participating counties? What services and results does Appling receive? Can Seven Rivers provide a current county contribution schedule distinguishing dues, project funding, payroll reimbursements and in-kind support?

No requests sent. No evidence located here establishes duplicate reimbursement or a net taxpayer loss.
