Citizens should be able to understand what local government is doing, how decisions are made, how public money is spent, and how to participate effectively. C.L.O.C.K. works to make records, meetings, laws, budgets, and public decisions easier to examine and understand.
Show the records
Whenever reasonably possible, public findings should point back to the documents, data, laws, recordings, or other evidence supporting them.
Ask informed questions
Oversight works best when questions are specific, evidence-based, and directed toward understanding what happened and what remains unknown.
Help citizens participate
C.L.O.C.K. aims to explain complicated public issues in ordinary language so citizens can evaluate the evidence and reach their own conclusions.

C.L.O.C.K. distinguishes documented facts from attributed statements, analysis, unverified leads, opinions, and open questions. If credible evidence shows that something we publish is materially wrong, it should be corrected openly.
